IIRC AFNIC did originally let them register but when the French government
asked them to close the registry (ASKED them, you will note, they were not
under any compulsion to do so) they simply deleted all the domains.

With such a small population there's no incentive for commercial
enterprises to enter the market, which is already saturated by one ISP
(who I hear wouldn't know their bind from their sendmail). And the French
government doesn't give a flying fuck so isn't going to do their duty and
subsidise a good-quality service. And then the fact that the local telco
is France Telecom doesn't help either.
