In the vein of automated testing systems: most of these things like Big
{Brother,Sister} etc have some form of fault reporting via pager. Now,
what's to say the pager reporting system itself is operational? Is
anyone aware of something that verifies that the pager can be paged and
that the page is received, or at least some part of that chain?

<fx>visions of a pager sitting next to a microphone attached to the
servers sound card...</fx>

(Of course, ensuring the escalation pathway is well thought out &
redundant one hopes will act as a fall back if pagers are failing.)
