[OT] BCA websites (www.qpd.co.uk etc)

Does anyone know who was responsible for writing the BCA (Book Club
Association) club template sites like http://www.qpd.co.uk/ and
http://www.etsp.co.uk/ ?  I can't seem to find anything definite online.
