IIRC the hatch isn't in the Tardis ceiling, but in an underground
chamber of Skaro. I think you might mean the episodes Destiny of the
Daleks in Season 17:

Tom didn't do many Dalek stories, but he does climb up his scarf to
escape the daleks and throw a one-liner quip at them.

Further, my understanding is that in the more recent episodes, the
Daleks
have figured out how to overcome their previous inability to cope with
stairs, ladders, etc, uttering "levitate" before doing exactly that.
