Certificates.Read below

road" broke, or tire burst

"Tie Road" is not designed to break, it is designed to handle that
kind of stresses that are expected to come because of vehicle
maneuvering

This is a metallurgy subject. But if there is no maintenance, or it
has become too old, or corroded, of course it can break...

So the "murderer" of above 15 or 30 people is/are the police
officer(s) who have issued road worthiness certification to a bus
without even looking at it.. forget inspecting.

Since there are fixed control points of issuing worthiness
certification issuance, this can improve if given a priority.

Today while coming to office on September 11, 2008, I saw an
overturned coach on the flyover near nursery in Karachi, facing the
wrong side, may be the driver was coming from wrong
side,..........again this is a common sight

May be police at least can put its honest officers for such roles
