But if there is no maintenance, or it has become too old, or corroded, of course it can break... So the "murderer" of above 15 or 30 people is/are the police officer(s) who have issued road worthiness certification to a bus without even looking at it.. forget inspecting. Since there are fixed control points of issuing worthiness certification issuance, this can improve if given a priority.
