Vi is like chemotherapy. It's a nasty business. There are legitimate 
situations where there's really no alternative to chemotherapy but that 
doesn't mean everyone should have it all the time.

I'm absolutely in favour of encouraging people to spend 10 minutes with 
vimtutor in order to get a handle on the basic functionality of vi, in case 
they need it, which for Linux system administrators is unfortunately not at 
all unlikely. So therefore I don't have a big issue with having one question 
on the LPIC-1 exam that deals with vi, just to place a scent mark. But in all 
fairness, three is too many. I'd much rather ask people two additional 
questions about the shell and/or the text processing toolkit and/or for that 
matter systemd, because that does more justice to these topics, which are on 
the one hand much more interesting, challenging, multi-faceted, thought-
provoking, and fun than text editing with vi and on the other hand just as 
essential to keeping a Linux system running smoothly as text editing with vi.
