I Think that package building should be in JTA and exam. The reason is that sys admins use the ITIL framework to organise their work. ITIL software configuration management is best done using the package database. Therefore all software should be packaged, including local additions such as back-up scripts etc. A prerequisite to this is 206.1 Build sw from source.

At a minimum, I think.  Considering that, in the System Maintenance
Topic, we already have:

    206.1 Make and install programs from source

I agree with Anselm on letting the JTA let us know how far to go once
you have the package (putting them in repositories, etc).  Or whether
this is even a good idea to begin with.
