Not by default, I think.
I've used it in recent years for a very small, pro bono project for a
non-profit in Toronto.
Basically, it went xdm login -> x server only (no window manager) -> a
browser with -geometry options so that only the rendering part was
visible on the screen. no menus or anything.
If the person exited the browser, they were logged out. I was a quick
thing for them but I went with xdm for simplicity.
That said, for servers, I've only seen one case where X was actually
needed. Then, we also used xvfb so that we could avoid actually
needing any graphics hardware.
Personally, I'd like to see the X content diminished on the next
update, too. For anyone that participated in the LPIC-1 update survey
last year, we did get these results:

That's where votes on the JTA count. I think I voted for 0 or 1 on the
last survey.
As others noted, though, it does take time to get to another update.
Both to keep from changing the study goals on people too often but
also to keep courseware and book authors from hunting me down.
