It is.  At the same time, it's one of the most misunderstood aspects
of a global world.  Not everything works well in UTC ... except the
"here and now, as it happens" (timestamp).

As always ...

The *d/*ctl are really a "batch consideration" that will cross a lot
of Sections.  But enough distros have adopted them.

Indeed.  Localtime is one of those things that even Microsoft cannot
get right, but Zoneinfo can.  At the same time, legacy POSIX still has
a lot of issues with it.
