Thanks to Alberto Curro and Raymond M. Reskusich for your answers.  

But my problem was actually solved by adding a component to Windows through 
the Control Panel: Print Services for Unix.  Once I'd done that, the method I 
had used previously worked fine, with the LPR Port type appearing as a 3rd 
option in Create Port.  (I had to create a new printer from scratch of course)

Same for XP and Win 2000.
