A few comments to add to the message Duncan McEwan forwarded on for 
us:

Different HP printers have different problems with this.  The 4200 
(and maybe some 4100 models) had problems where the empty job submitted
after the "real" print job comes back as complete before the "real" 
job is complete.  I suspect this is done to improve performance.  
Tektronix had a "pipelining" feature in their color printers that did
this, but the user could _turn it off_ if accurate accounting is
desired.

Other HP printers, such as or LJ4500, will not respond to status
queries AT ALL while a job is in progress.  I think we ran across 
this with our HP Color LaserJet as well.  LPRng asks it how it's 
doing, the printer says nothing, and eventually LPRng thinks it 
died and resubmits the job.  This also happened if the printer got 
into a jammed or paper-out state.

These printers do have some concept of whether they are actually
done printing or not.  You can get accurate information on this from 
the SNMP stack on the printer.  On a LaserJet 4000/4100/4200, you can 
get it from .1.3.6.1.4.1.11.2.3.9.4.2.1.1.6.5.15 in the SNMP stack.
The job statuses listed there will not go to "complete" until the last 
page is out and the page counter is updated.  Yet this information is 
not available via PJL...
