It is not free enough. And a distribution that is free would not include it
(eg Debian). It also has some extremely unclear legal ramifications

        1. If the libraries are deemed part of the OS then
OpenMotif cannot be installed as it violates its own
license at the point of install

        2. If the BIOS and firmware are counted (and they are called
by Linux) then Linux is not eligable for free motif

        3. If you load a binary only driver then you cant use
open motif. So for example application vendors would
have to include a 'may not be used with nvidia geoforce'
                sticker on all their products!

Im sure Richard thinks #3 is amusing but fundamentally it breaks the very
basic ideas that things like the DFSG figured out, so any OS free enough to
be allowed to use it would not use it because its not free.
