Not really, it allows those distributions that currently use /mnt/* to just add a symlink /mounts --> /mnt to become complient. And those that don't use /mnt/* have exactly the same work required to move to /mounts, while not interferring with existing usage of /mnt. Cheers, Daniel Bradley.
