"Rationale" in Definitions section

As written, the entry for Rationale should not appear on the Definitions
page.  The information it provides does not define the word "rationale" for
the document, but specifies the standard for extensions, systems services,
and application "companionship", respectively.  Should it be a section on
its own in the Introduction?
