Assuming the rest of the distribution is compliant it doesn't have to contain anything at all, just provide the placeholder for the dependencies. I imagine that distributions may want to make the installation of the lsb package dependent on a whole lot of bits an pieces of their distribution that together provide the lsb interfaces.
