No, not at all. In Red Hat Linux 7.3, 'redhat-lsb' is the keystone package. It provides the 'lsb = 1.1' requirement and requires all other packages that are needed in order to be LSB compliant. This doesn't have anything to do with lsb-rpm (which is a modified rpm for building LSB packages) or lsbdev (which is a development environment).
