This is not the point. Documents like this one, that explicitly deal with the interface between the layers defined by the IETF and other organizations can benefit from a review from the perspective of the other SDO. As the IETF and IEEE 802 have a very good cooperation relationship, it's quite routine that such documents are being sent for cross-review. Both ways. Regards, Dan
