Have friends/colleagues, whatever, putting together a list of tools you can try if cut off from the Internet. They have things like Firechat (are there still the security issues?), Manyverse/Scuttelbutt, ...
I have seen lots of mesh networks, delay tolerant nets, etc. suggested, but lots of things seem like vaporware.
