This was done before because if I remember well, we had a bug with the rotation 
(OpenLDAP was not logging in the new file). Can you disable the restart and 
confirm that OpenLDAP log well in the new file?

In ltb-openldap RPM there is a logrotate script in /etc/logrotate.d/openldap 
which (among other things) restarts openldap. Most probably this restart should 
not be necessary; if so, please modify the script accordingly, to not restart 
openldap.
