Imagine this scenario: you change something in your configuration, make a tiny 
typo, then run /etc/init.d/slapd restart.

Currently, the init script stops slapd, runs a configtest and very kindly 
points out to you that your config is messed up, and that you directory is now 
offline.

I would much prefer it if the script checked the config *before* stopping the 
directory. See also #62, as configtest can now be run while slapd is running.

I'm commiting a patch to implement this behaviour to trunk now - please 
complain if you don't agree!
