Hi Simon,
I just tried and it was okay. It's possible you exceeded your hourly
500MB download limit if you were doing a lot of LTIB builds at that time.
Can you try locally (in a browser or using wget) accessing:
http://bitshrine.org/gpp/php-5.0.4-fsl.patch.md5
Note it's gpp rather than xpp (which is the redirect you get if successful).
