Same build failed occured on our x86_64 machine. And, I confirmed the file 
libc.a in 
Rawhide version, but it isn't exist.
so, we built glibc-2.9.90-8.1.src.rpm on x86_64. Fortunately, libc.a appeared 
and ltp 
also built successfully.
