Strange is that I could reproduce it easily on any HW I tried so far.
The only setup I know about, that didn't work was single CPU KVM guest.

I know for sure, it reproduced on 3.6/3.7/3.8 on:
HP DL385 G5p, 8 CPU, Quad-Core AMD Opteron(tm) Processor 2378 
Lenovo ThinkServer RD230, 4 CPU, Intel(R) Xeon(R) CPU E5607 @ 2.27GHz 
SandyBridge-EP, 32 CPU, Genuine Intel(R) CPU @ 3.10GHz 

I just tried 2 random systems with 3.8 and it hit it instantly:
Dell PowerEdge 1955, 4 CPU, Intel(R) Xeon(R) CPU 5160 @ 3.00GHz
Dell PowerEdge M910, 48 CPU, Intel(R) Xeon(R) CPU E7540 @ 2.00GHz
