Sorry, I wasn't paying enough attention when I wrote my first reply.  It
looks like however bootp clients are configured they by default want to
grab their kernels from /lts/boot/bootp.

Your exports file only exports /tftpboot/lts/ltsroot.  So, if you have
/lts/boot/bootp then add it to the exports file, or if you don't you'll
have to figure out how to get bootp clients to look where their kernels
are, and make sure the directory is exported.
