I think the answer is somewhere in between. Posting an advocacy article to a technical mailing feels like you're doing something, but is preaching to the converted, so you will get complaints from people who don't need to be convinced. The managers who need convincing are usually not reading these mailing lists. And it will take more than a rant to convince them.
What helps more is to post useful tips on converting (both technical and political), point to success stories, case studies, or actual sites that have replaced proprietary software with Open Software.
