Your guess is wrong:-( The packages were tested only with dhcpd 2.x, and 
this version has the leases file in /var/dhcp also on debian. dhcpd 3 moved 
it to /var/lib/dhcp.
This bug is fixed in ltsp-core-i386_3.0.0-2_all.deb.
