Try using 'lpr -P printername' when you run spadmin.

Also, you need to run spadmin from /usr/lib/openoffice/program (your location may 
vary) as root to add printers system wide. If you run it as a normal user from 
$HOME/.openoffice/ then it will only add the printer in openoffice for that one user.
