I believe the problem is that you have a Windows NT server or 2000 server on
your network running unrestricted DHCP. This it usually what causes the
terminal to pick up "server 0.0.0.0 loading: 0.0.0.0/tftpboot/kernel"

There are a few options:

1) plug a crossover cable into the server's netcard, and the other end into
the terminal to check that everything works without the rest of the network.

2)subnet the network

3) set a scope and reservation ranges in the Windows DHCP so that each
machine served by the NT/2000 server has an IP address and that all other
addresses are unavailable. This way the linux terminals will get their IP
from the Linux server.
