Do you have another dhcp server on the network?
You could work around this problem e.g. by disabling that other one
temporarily, or specifying a "require root-path" in the startup script
in the initrd (wow, that gets somehow involved) - I'd be able to
modify a initrd if that's too heavy for you.
If you are sure there is no other dhcp server (which would not
necessarily be detected by etherboot as it requires a "filename"
to be present), well- no idea yet.
