I think you could set their shell to an existing binary which then
could be listed in /etc/shells (on Debian 3)...
Setting shell to /etc/passwd allows change of password after
successful login (telnet or ssh) and not more (at least I hope,
correct me if wrong). In which way does GDM validate shell: looking if
the file exists or read /etc/shells too?

I don't see a problem. At home, I use both in parallel on the /home
partition.
