What distro are you using ?

Your tftp may already be chroot'ing to the /tftpboot directory, in which 
case, you only want "lts/vmlinuz-2.4.24-ltsp-1" in the filename 
parameter in dhcpd.conf.  (Remove the leading "/tftpboot")
