NV,

Are you asking if you can access a Linux server from windows ?

That really has nothing to do with LTSP.  It's really a matter of
installing an X server on the windows machine, and pointing it
at the LTSP server.

There are a couple of X servers available, and some are free, like
the cygwin X server.
