Actually, most people want to run this command before logging in.

The frustrating problem for alot of users is entering their password 
blind, and not knowing if it is upper or lower case.

So, you want to run setnumlock before the login screen comes up.

Xsetup_workstation would be the correct place for XDM and possibly KDM,
but I don't think GDM uses that file.

The Xsetup_workstation script is no longer installed by LTSP (not since 
ltsp-3).  But, you can create it yourself in /etc/X11/xdm.

You just need to add a line to /etc/X11/xdm/xdm-config to cause the 
script to get executed.

here's an example of what you should add to xdm-config:

   DisplayManager.*.setup:     /etc/X11/xdm/Xsetup_workstation


Then, create the /etc/X11/xdm/Xsetup_workstation to contain
your setnumlock command.

make sure you make Xsetup_workstation executable.
