Which distro are you using? I'm running Gentoo and GDM works well.
I'm not sure where this config file might be on other distros but check
/etc/X11/gdm/gdm.conf to make sure that you have Enable=true under the
[xdmcp] section.

Also check /var/log/messages to see if there are any clues in there:
grep gdm /var/log/messages |tail -n30
