Does Mandrake 10 use X.org or XFree86?  I've seen problems with the
keyboard layouts.

On a terminal, try running this in an Xterm:

setxkbmap jp -rules xfree86 -print | xkbcomp - $DISPLAY

Ignore any errors you get and see if the layout works.
