I had the exact same problem, and I managed to resolve it.

I changed my tftp server to atftp-server, which did not resolve the issue by 
itself, but I didn't change back to the stock tftp-server so I can't confirm 
if it had any effect.

The issue appears to be somewhere in the network stack in the BIOS on the 
t5515.  What fixed the issue was upgrading the BIOS on the t5515 to version 
1.7, downloadable from HP's website.
