I had problems with a PXE boot recently and found the answer in the wiki at http://wiki.ltsp.org/twiki/bin/view/Ltsp/PXE

It took me a very long time to get all of the services working, because I am
using the free suse desktop. They don't include many server-type
applications. I believe I have all of the services started. I did all of
the tests in the readme file, and they all completed successfully.

I am testing the setup using an IBM Thinkpad A22e, which has PXE. I finally
got the tftp to serve the right file (pxelinux.0). I tried copying the two
files into the pxeXXXX.cfg dir, and it did the same exact thing. I tried
looking in the archives for this problem, but I didn't really find anything
usefull. I also didn't look at every thing that came up. If anyone could
help me on this, it would be really appreciated.

Thanks,
