It's not clear from your message if you are using LTSP.

Also, what is the CPU?  You mentioned 60Mhz, so I'm going to guess that
it is a Pentium, but it's not clear.

if you are using LTSP, why can't you run 'startx'?

What kind of video card do you have?

Usually, when people report that it is slow, it's becuase they aren't
using the accelerated Xserver for their card.  Without knowing your
card, we can't begin to tell you which Xserver module you should be
using.

And as for 486 with 16mb of ram, i've seen them work, and although they
aren't nearly as fast as modern workstations, they are definately
useable.
