The system load is currently under 1. Running Fedora Core 5 with Gnome 2.14, Firefox 1.5, OpenOffice.org 2.0.3, it seems 2GB is a good amount for 20 users.
I don't know if they use LTSP specifically, but the City of Largo, Florida, has a Linux terminal system with hundreds of users. The unique thing there is they have specific servers to run specific applications.
