Thanks Greg. I hadn't heard of ThinStation. Based on what you say it certainly seems worth looking into.
In the meanwhile we used vmware to install FC6 on top of Win2k3 to solve our problem. With a bridged network for the FC6 it serves as our LTSP server and consumes about 10% of the CPU as we don't need an X window in the lab. With a 3GHz P4 with HT, and 2 GB RAM, the speed is reasonable for our 20 seat PC lab. I sure am glad we didn't have to use cygwin for the job, as the incompatibility between Linux file permissions and NTFS ACLs probably would have made life miserable. Incidentally, the win2k3 rdesktop session licensing cost is $18/seat so it's still better to use this setup over purchasing brand new workstations as JAM had suggested.
