of course, the shutdown command or the graphical-similar one would shut down the server and this is not permitted to a terminal: remember that almost every action you do is made in the server machine and not on your laptop...
it's requested a long power button hit, as desktop terminals.

It won't accept a shutdown or halt command & there is nothing in the
bios that allows the push button to function as an off button as well
as an on. CTRL ALT DEL doesn't work either.

How do I shut the machine down ( without disconnecting the power
supply & the battery)

The machine is a Thinkpad T23
