If you are referring to the language settings on the server, the LANG and
LANGUAGE variables are generally set in a text file in /etc.  For debian
systems, I believe this is set in /etc/environment and Redhat systems it
used to be in /etc/sysconfig/i18n.  You can search for this with 'grep -r
LANG /etc/*'.  If you are running KDE or Gnome, their respective control
panels also have international settings.  For KDE, this would be kcontrol,
and for Gnome, gnome-control-center should work.

If all else fails, you can put a file called .Xmodmap in the users' home
directory and remap keys for the X server. I do this to always have numbers
on my numeric keypad, regardless of the numlock key.
