I'm using Lubuntu 14.04, dedicated chroot.
Try this, in /var/lib/tftpboot/ltsp/<youchroot>/lts.conf, add in [Default]
section this line:
LDM_XSESSION=/usr/bin/lxsession -s Lubuntu -e LXDE

This solved for me.
