I think it's okay, and yes, it's a deliberate feature. :)

It would be nice if the packagers for the Debian/Ubuntu packages of
LuaRocks shipped it with a config.lua tuned to their custom multiarch
lib paths... see external_deps_subdirs:
http://luarocks.org/en/Config_file_format

Patches/pull requests are welcome to make the LuaRocks configure
script auto-detect those directories and setup proper config files for
Debian/Ubuntu :)
