Compared to other package managers, there is usually a seperate
command for the manifest fetching step.
e.g. `apt-get update` or `pacman -Su`

The default behaviour doesn't really help anyone.
There will be an awkward changeover period, as deployment utilities
will need to change to deal with luarocks.
But I think it's nicer in the end.

Not reinstalling if the package already exists makes sense to me.
