On unix `luarocks install luarocks` should do. Unfortunately that hasn’t been implemented in Windows yet, but it’s in the works. Generally what I do for new releases is purging the luarocks trees and reinstall everything from scratch. If it’s just a bugfix release, as in `z` being updated in version x.y.z, then reinstalling on top of the previous version will do.
