I guess that in both cases there will be situations which will look akward. For example, taking your algorithm, one can imagine a page in Persian with the first footnote in English and all others in Persian. Then all Persian footnotes will be in the right although the English one is just an exception...

I think that the dominant language approach has statistically more chances in achieving decent results, and would be a good starting point or default approach. But, of course, one should be able to apply other algorithms!

I would rather say that the side on which the footnote appears does not depend of the fact whether it is first or second, but on the dominant language of the document. If the dominant language is Persian, all footnotes start on the right, if it is French they start on the left.

One could also consider changing the dominant language but this should be done on the level of a whole page.


 
If we only have for example Persian footnotes, the footnote rule will appear in the right hand side and if we only have English footnotes, the footnote rule will appear in the left hand side. But Persian users will prefer the method that I implented if there are mixed Persian and English footnotes. Let's say if all the footnote rules were to appera in the right hand side and in a page we had an English footnote, will that page really look nice?

Anyway, maybe we thinkdifferently. But the rule I talked about is the rule that has been used in Iran and can be seen in Persian maths textbooks.
