You have a personal copy of lualatex.fmt, I guess you have called
fmtutil
(without the -sys) at some point.
that seems to happen quite often these days (perhaps because in the past
people made their private formats for luatex when it wasn't set up?)
I wonder if the fmtutil-sys could at least detect and warn if there are
private formats for the user running it as part of an update?
