Sorry, sure don't know of a fast one. I often have success with Australian mirrors. I don't recall having success downloading Suse some time ago. Maybe it wasn't offered many places.(?)

It likely does, but Mandrake has a great graphical front-end for installation if it doesn't. You will be able to select packages you want, and they will be downloaded from the mirror(s) chosen as a source.

4- What is the "best" distro for a "Commercial web-server" (i know mandrake is newbie friendly...but i'm having more headaches trying to install stuff on it because of this)

Best sure is a tough one, but Redhat is mirrored locally and has succeeded in producing a commercial ready linux product. Debian is available locally and is well supported with a good track record. Suse and Slackware are both really good options as well, once you find a faster mirror. Many would wisely advise that you consider one of the *bsd families if you intend to run a "real" "Commercial web-server." I always figure it's not the bike but the rider.
