No, it's unusual.

  dig lubuntu.net +short ; dig lubuntu.net +short

shows they both point to the same IPv4 address, so it's not a DNS issue.

Therefore, in my experience at least, this kind of thing usually means
that someone forgot to put the line

  ServerAlias www.lubuntu.net

in their httpd.conf file or appropriate per-virtual-server file (if
running Apache; make appropriate edits if using some other web server).
 Based on a quick

  HEAD http://lubuntu.net

this server does run Apache, and is on GenToo, and I can't remember
exactly where the appropriate config file is in GenToo's Apache setup.
Under /etc/apache2/vhosts.d/ I think?

I suggest that you would need to contact whoever has admin powers for
the server concerned, not just for the lubuntu.net site.
